Adwords isn’t per ad. It’s like pay per click. You get charge per click per day, and I think you also get charged on keywords you bid on. It’s something you have to monitor too. I sourced a link for you to check out that discusses Adwords payment policy.
I think the way it works is you bid on a keyword for $0.35 per click. (Now these rates vary during the day, that’s why you have to monitor it or you’ll get over charge.) Say your set budget is $1.00 a day. Now your ad will run until you get $1.00 worth of clicks for $0.35 just on that keyword.
